It is made by bleaching and refining hydrocarbons extracted from petroleum. It is a moisturizing agent called white petrolatum for use on human skin.

Petroleum itself is originally a naturally occurring ingredient and contains petroleum-derived impurities (aromatic compounds, sulfur compounds, etc.), the amount of which varies depending on the degree of refining. Non-cream is made by refining petroleum, removing as many impurities as possible, and giving it a white finish. It is manufactured in Japan.

Even as you get used to it, it's easy to forget this step, but it's a very important process, so be sure not to forget it so you don't end up regretting it later.
